If the iPad 2 flashing Apple logo on and off issue occurs when you are charging your device it is highly likely due to the faulty cable and port that you are using. Press and hold the power button and volume down button at the same time until you see the Apple logo.
After a few minutes you should see the charging screen.
Press and hold the SleepWake button at the top of the iPad. If the iPad screen is frozen completely and wont respond follow the steps. If your device still wont turn on or start up Plug in your device and let it charge for up to one hour. Slide the the slider across to turn it off.
